Because it's the only way you'll make it look natural.
Akuma just standing and waiting is bad.
The freeze time scene doesn't work(For one, Ryu can't freeze time.)
An alternative to the dizzy would be slowing down time.
Make the entire scene darker the moment time slows down(Not completely, just a little). Make Akuma's Hadouken travel (and animate) slowly, possibly using an 'after-effect' to make it look a little better, then Ryu starts charging the Shinku Hadouken and fires it just before Akuma's Hadouken reaches him.
I think that'd look pretty good and would solve your problem. You don't need to make the animation accurate in-terms of actual Street Fighter gameplay.
